Clerus Helps Kentucky Develop a
Strategy for Improving Their Driver License
Issuance Business
The Commonwealth of Kentucky has taken a
leadership role with respect to improving
the integrity and security of driver
licenses and ID cards. This is no easy task.
With 120 county offices involved in the
Kentucky issuance process and the political
attention, both locally and nationally, that
this industry is receiving, developing a
strategy that moves Kentucky forward is a
challenge. Clerus Solutions has worked
closely with the Kentucky Transportation
Cabinet and the University of Kentucky to
map out strategies, develop gap analyses,
and define organizational and procedural
concepts of operation that are necessary to
provide driver licenses and ID cards that
are more reliable and secure to Kentucky
residents. Clerus Solutions can leverage the
work done in Kentucky to assist other
jurisdictions with their planning needs.

AAMVA Taps Clerus Solutions
to Facilitate CDL Advisory Committee
Section 4135 of SAFETEA-LU directed that the
Secretary of Transportation convene a task
force to study and address current
impediments and foreseeable challenges to
the commercial driver’s license program’s
effectiveness and measures needed to realize
the full safety potential of the commercial
driver’s license program. Jay Maxwell,
President & CEO of Clerus Solutions, was
hired to facilitate the meetings of the task
force and was the primary author of the
Committee’s Report to Congress. Please

Practices
Standards and Best Practices provide the building blocks for
achieving interoperability between partners that wish to
exchange data. With over 20 years of standards setting
experience, Clerus Solutions can help these data exchange
partners develop standards and best practices that achieve
their business objectives.
Implementation of standards and best practices, especially
those developed by others, can be a challenge. All parties
that wish to exchange data have the best of intentions to
implement programs according to the defined rules, but
interpretation of the written word varies and can inhibit
successful data exchange. Clerus has expertise that can
guide parties though the implementation and operation
process, ensuring that the data exchange partners do indeed
have the same interpretation of the standards and best
practices that they want to use.

Security for Driver License Programs
The security of driver’s licenses and identification cards
has become increasingly important in recent years. In this
context, security relates to both the process used to issue
the card and to the features on the card itself.
- Security Features on DL/ID Cards. A secure DL/ID card
results from the use of a set of security features in a
layered approach to ensure that the key information is
protected against a variety of threats. The Clerus Solutions
staff was directly involved with the development of AAMVA’s
DL/ID Security Framework, including the development of the
DL/ID card design specifications. We have the expertise to
advise your organization on a wide variety of security
features and how to combine them to achieve the desired
level of security.
- Security for the DL/ID Card Issuance Process. A secure DL/ID
issuance process requires good physical security and good
internal controls. Physical security protects against
external threats such as theft of equipment or card
production materials. Internal controls protect against
“insider” threats such as unauthorized issuance of cards in
exchange for bribes. In addition to being directly involved
with the development of AAMVA’s
DL/ID Security Framework,
the Clerus staff has significant additional experience
providing security for sensitive information and materials.
