Jay Maxwell

Jay Maxwell is the founder, President and CEO of Clerus Solutions, LLC. He has over 25 years experience working with state and federal agencies, specializing in the implementation of nationwide, large-scale information systems that involve the driver license program domain.

During his career, Mr. Maxwell designed and implemented the National Driver Register's Problem Driver pointer System (PDPS) while at NHTSA in the 1980's, managed the Commercial Driver License Information System (CDLIS) while at AAMVAnet, Inc., and after September 11, 2001, led AAMVA's efforts to develop the best approach to prevent a person from holding more than one license. While at AAMVA, Mr. Maxwell served as technical advisor to the U.S. House Judiciary Committee staff while the Real ID Act was being drafted.

Mr. Maxwell received a BS in Mathematics from the State University of New York.

 

Rich Carter

Rich Carter is the Senior Vice President, Programs Division for Clerus Solutions. Prior to coming to Clerus, Mr. Carter spent over 15 years at the American Association of Motor Vehicle Administrators (AAMVA) dealing with all aspects of the driver license issuance process. He coordinated the AAMVA members’ implementation of the Problem Driver Pointer System (PDPS) and the AAMVA Code Dictionary (ACD) codes used by states to exchange driver conviction and suspension information. As the head of AAMVA’s standards program, he oversaw the publication of the AAMVA Card Design Specifications and AAMVA’s participation in the Justice XML program that became the basis for NIEM. After 911, he played an important role in the development of AAMVA’s DL/ID Security Framework, serving as the staff coordinator for all issues involving information systems and the card design specifications.

Before working at AAMVA, Mr. Carter is retired from the US Air Force after serving 21 years in the intelligence field. During that time he twice served in a Special Security Office, responsible for the protection of highly sensitive information. From this experience he gained a thorough understanding of all aspects of security, such as physical security, personnel vetting, and operations security.

Mr. Carter received a BA in Business Management from the University of Maryland, University College and an MS in Systems Management from the University of Southern California. While at AAMVA he earned accreditation as a Certified Association Executive.

 

Thomas Osterbind

Thomas Osterbind is the Chief Technology Officer (CTO) of Clerus Solutions LLC. Tom has over fifteen years of experience within the information technology profession with 10 years spent managing personnel, development projects and mission critical operating environments. At Clerus Solutions, Tom is responsible for all technology products and services supporting internal staff or customers. Project management, problem solving and broad technical knowledge are key strengths.

Before joining Clerus Solutions, Tom was Senior Director of System Engineering for the American Association of Motor Vehicle Administrators (AAMVA). At AAMVA, Tom was responsible for design, development and implementation of technology solutions for state and federal governments as well as the AAMVA internal operating environments. Tom developed and maintained, in coordination with AAMVA CIO and other directors, the enterprise system architecture for internal and external server-based systems including the messaging systems, data centers, and wide area networks that together are referred to as AAMVAnet™. Tom developed proposals for messaging architectures, verification systems, pointer databases, and security plans as well as the supporting data center and telecommunications infrastructures. Tom also developed and maintained an organization wide security program based on ISO 27001 information security management systems. Tom developed AAMVA specific policies, security plans and an executive governance model.

Tom received a BS in Computer Science from James Madison University. He is also a certified project management professional (PMP).
