Clerus Solutions was formed to assist the states and federal government with implementing secure identification as called for in the 9/11 Commission Report. It's founder and CEO, Jay Maxwell, has over 25 years experience working with state and federal agencies, specializing in the implementation of nationwide, large-scale information systems that involve the driver license program domain.

Clerus was co-founded by the Civitas Group, a leading homeland security strategic advisory and investment firm, in 2005 and maintains its corporate headquarters at 1110 Vermont Ave., NW, Washington, DC.

Since being formed in 2005, the firm has established itself as an authority on the Real ID Act and the implementation of solutions to enable motor vehicle administrators and DHS to comply with emerging requirements. Clerus personnel have formally and informally advised Federal agency, Congressional, and State motor vehicle administrators on Real ID and its implications to security and motor vehicle administration efficiency.
